The Finance Department is located in the Elizabethtown Town Hall at 805 West Broad Street.  Our hours of operation are Monday through Friday, 8:30 am to 5:00 pm.  As our online service options increase, our site will be updated.  Should you need additional information, please contact us at 910-862-3979.

The Finance Department's purpose is to provide a centralized source for handling the financial affairs of the Town.  The Finance Director is Mr. Jay Leatherman  Mr. Leatherman is responsible for the oversight and management of the Finance Department and administration of the Town adopted operating budgets.

The Finance Department operates with a staff of four members. Each member is responsible for different functions within the department, however all are cross-trained to help in times of need and provide additional coverage and services. The basic functions include: 

  • Billing and collections of utility services
  • Privilege licenses
  • Miscellaneous fees
  • Purchasing of goods, services and supplies
  • Paying financial obligations
  • Maintaining a financial record keeping system
  • Providing periodic preparation and distribution of financial statements
  • Protecting municipal assets
  • Utilizing investments for town funds
  • Providing payroll services.
